You'll need to enlarge the hole a bit (whilst keeping it round!) to allow the lamp to poke through. Probably find you need to do a bit of adjustment to get the double lamp unit to fit as well.
Before you go too far, fit the mounting plate on the indicator. Double check the orientation of the lamp w.r.t vertical (it should be marked) before deciding where to put the rivets that hold the mounting plate. The mounting plate clamps the rubber back of the lamp against the fibreglass thus holding the lamp in the place.
I think that Ultima leave the lamp holes quite tight because there isn't an hole saw the exact size of the lamps and you don't want to have too much slop round the lamps by cutting oversize.

I found the best way to enlarge the holes was to get a small block of wood and round one edge of it to the same radius as the hole. Then mount (glue or staple) a piece of sandpaper to it and carefully start to make the hole bigger by sanding all around the edge. You shouldn't go too far out of round this way.
One other thing. You don't have to use the holes indicated for the rivets as shown to mount the plate to the lense housing. Those holes are very close to the edge of the large hole. You can take the assembly apart, and drill the holes a little more outboard of that center hole.
