Check to see if the plumbing is hot. If not the core will be blocked meaning removal.
I gave mine a flush in position a couple of weeks ago and removed some crap but it will require removing and taken to a radiator specialist to get cleaned.
At least it is slightly warm now as opposed to stone cold.

Check the vac actuated heater flaps that redirect air flow through the heater core.
You can hear them actuate when the knobs are turned when the car is running.

The heater flap on the S2 is mechanically operated by the dash slider. Probably the same on the S3.
The flap mechanism is on the right hand side of the heater core. I suspect it is the core that is blocked though. By the way it will also stop the water flowing through the manifold so will affect cold weather running.
