Only 25 years after it should have been completed.

It's long overdue, and should have been built years ago, avoiding all the green and emissions nonsense that's sprouting up now.
However, as with some many projects, it's going to end up costing a lot more than the £445 million estimate, that's nearly £17000 per foot!!
