Police Response - How Would You Deal?

Having just been subjected to Roadwars and then Police on the old goggle box I'm intrigued by the picture of police work they portray. In fact so much so that I'm asking for your assistance in a little 'live' exercise regarding the way in which you think Policing should be deployed and prioritised.
This is based on an actual Police Division using four incidents (real) that were reported at about the same time.
The time is 0250hrs on Sunday Morning, mid summer.
The location is a busy seaside town on the South Coast.
The Division has the following resources available for deployment to answer calls:
1 x Inspector (has access to a car)
2 x Sergeants (both have access to a car)
6 x Constables (2 double crewed marked cars i.e. crew of two per vehicle, and One Tutor Constable and their Trainee on foot patrol)
All units are available for response to the centre of town.
No other resources are available.
The four incidents, all located within the centre of town, reported at approximately the same time are :-
1. Anon member of the Public (MOP) telephones on the emergency 999 line to report youths fighting in the taxi queue outside a nightclub, no weapons seen. There may be upto twelve youths involved. There are no other reports of this incident.
2. Mrs X on way home from work reports seeing a 'young' woman on her own sitting on the side of the road, near to the local church. She's just concerned for her welfare. Seen nothing suspicious.
3. Mr X - a asian taxi driver - has just dropped off a very drunk male who has left the cab without paying. Mr X is afraid to approach the male as the male had been making racist insults. This is just around the corner from the police station.
4. A car alarm has been activated near the local church and Mr and Mrs Y have phoned in on the non-emergency line to complain about the noise. A call from another - Mr Z, from the same area states he can see a group of youths breaking wing mirrors off cars in the car park opposite the church. He now also thinks he can hear screaming...can't be sure. Mr Z rings off before giving his telephone number.
First question:
A) Which incident takes priority and why? Which resources would you send if any.
More information will follow as the incidents develop.....

This is probably totally wrong, but is how (as a hopefully rational person) I would allocate resource, also taking into account I don't know procedures and limitations.

OK No. 2 and No. 4 are possibly connected if the ‘local church’ is the same one. Although not reported on the emergency phone someone could be in physical danger due to the screaming but could just be kids mucking about. So I would give this one priority and send the Sergeant and two other coppers in two cars as church yards are not normally well lit places.
No 1 is probably the next priority as there is also a risk of physical harm so would send two coppers and a car – the sight of the police car alone may be enough to disperse the offenders.
No 3 is probably the lesser of the four priorities providing the Asian Taxi driver has been instructed not to approach the chap. - As it is within walking distance of the station send the Tutor Constable and the trainee.
However this will only leave one Sergeant and one Inspector in the station. I would have a concern that the first two situations could develop and require additional resources so I might ask the Tutor Constable and the trainee to hang about for 15 minutes or so until the others report back regarding the situation. Additionally it is likely that the Taxi Driver has the address and descrption of the drunk chappie having dropped him off so this if absolutely necessary could wait a couple of hours. Plus we could be talking about a small amount of money lost here if the taxi ride was a local one.

Mel actually now says FA as I was a bit slow on the uptake this morning and hadn't picked up on the 999/Tivstar/Walter Mitty origins of this thread. I have deleted all previous sensible contributions to it as I do not wish to be associated with an attempt by a member/members for whom I have absolutely zero respect feable attempts to court favour when they have previously shown themselves to be beyond contempt. Infact I don't even believe you're a copper and think your a fat 12 year old who's got bored with the playstation.
OK, here's my 2p worth
Prioritise as follows;
1. Youths fighting - dispatch one car with 2* constables to scout out situation. If no-one else has reported the incident it might have died down and the parties gone away
2. Young woman - dispatch other car with trainee and tutor. Don't know state of young woman, cold be drunk, could be worse so you'd need to get there asap.
3. Youths at church - dispatch other car with 2 constables in. Mr Z didn't give name, could it be Mr Y phoning in under another name to get a quicker response as the car alarm noise would not really be a priority would it?
4. Taxi driver - he can wait. He can lock himself in his car if he feels threatened. Not likely to be a huge amount of money and if passenger is very drunk could take a long time to clear up. Do not dispatch anyone immediately, wait until outcomes of items 1-3 are known with a bit more detail. Could divert one of the cars on the way back to the station.

Update: CCTV has checked the area and can see nothing out of the ordinary. there have been no further calls.

Update: Mr X has phoned again, can't be bothered to wait and has left. States he can't see the drunk anyway

Update: Mr Z has phoned back, he's still on the line and can see a couple of the group of youths now sitting with a young woman. He says a car alarm is sounding from the car park across the road, but he can't see exactly where from. He now says he can no longer see the woman with the youths, but can now hear loud shouting - several voices at least one of which is female.
First question was:
A) Which incident takes priority and why? Which resources would you send if any.

B) Now you have updates, would you change your response at all?

Mel,not a feable attempt to do anything - you're entitled to do as you choose and the 'you're not a copper' jibe is a little tired, but as I said you're entitled to say whatever...
I'd urge you to read my explanation on the other thread and then you're still entitled to do as you choose.

Well the girl seems the most important now, and best chance of an arrest, if you can catch someone in the course of committing a crime, or prevent a crime?
I'm guessing that there are some rules somewhere about having to respond to a 999 call, so you can't just ignore the taxi rank fight, even though it's not corroborated by CCTV.
The Taxi Driver has cancelled his call so what can you do? He probably doesn't want to make a statement (otherwise why cancel the call) and not much chance catching the bloke who did a runner.
Difficult call. If it's seaside and kicking out time for the clubs, I'd want at least two cars out showing a presence anyway. One can check on the taxi rank while they're cruising.
On the other subject, I couldn't care less about the **999** thing. I thought it was the funniest thing I've seen in a long time. I really can't see why people are all full of righteous indignation - some blokes pushed the boundaries a bit with their boss. That's never happened before now, has it?

Still go with what I said earlier - keeping the Tutor Constable and the Trainee in the Station while the Church and the Nightclub are checked out. Also advise the Police checking the nightclub to be prepared to relocate to the church if there is a big problem there.
Mind you all of them could be bogus callers.
And FWIIW as RudeGirl mentioned it I am totally unmoved by the **999** situation. Guess I was not surprised really. Certainly gave us some entertainment so chill out guys

I started wondering if there was a link between the Asian Taxi driver's abusive customer and the fight at the Taxi Rank call. But that's getting a bit 'conspiracy theory' isn't it? And you wouldn't really have that much time to mull it over and decide.
Personally (as a member of the public, not a plod) I wouldn't think a girl sat on the kerb at chucking out time was significant, but maybe a shouting and screaming girl would be.
Sooooooo Deal with the people in danger first, then the theft/damage to property issues later (unlikely to catch them red-handed anyway).

1. Youths fighting - low priority - drive by as previously planned should confirm all trouble dissapted. Drive should have covered areas not covered by CCTV. Car returning to station
2. Young woman - previously ordered car should have investigated & reported back that she's gone, divert car on way back to the church to support incident 4
3. Taxi driver - simply contact and tell him to report it. If it was a big fare he will, otherwise chalk it up to experience. Low priority to make the call, deal with other incidents first.

Station should still have the capacity to deal with incoming calls.

Well they all seem to be something of nothing now.
Without the Taxi driver you can't get hold of his non paying fare. Ignore.
The fight appears to have gone away. Be nice to check it out to make sure nobody has been left hurt. 1 Officer Just to look.
Ignore the young girl sitting alone. Unless Toad is around she's safe.
I'd send a few boys over to 4 just in case.
