Rockingham Speed Trap or was it?

Did anyone notice the police van beside the motorbike with a camera sticking out of the top of it?. This was near to the VIP entrance at Rockingham.
Just wondered if it was actually a speed camera or Anti-terrorist style.
The speed limit changes to a 30mph just as you enter the straight road a few hundred yards from the entrance.

When I passed it, the thing was parked nose into the Rockingham outer fence, scanning everyone coming in the VIP gate. Having just pulled out of the massive traffic jam onto the entrance road it was the last place you would expect to see one.
There were two BiB inside the gate, so maybe it was an APNR van.

When I joined the straight road approaching Rockingham some generator was on fire - and guess what I couldn't see for all the smoke - yip a 30mph sign which I later noticed on my way out.
When I approached the circuit it was early so it was possible to do above the apparent 30mph limit.
I could potentially have ruined a very good days racing.
