SVA and E marking?

I am slowly accepting that the only legal way, as I see it, to put my Dakar on the road is to put it through SVA. I will be arranging to talk with the DVLA just in case they see it differently but I doubt they will.
Anyway, in preparation I have been going through the manual in depth and am now confused over the lighting requirements.
Over the years there have been many threads about E marking requirements on light units but my studies of the manual have not born this out. There is an annex which lists the markings in a column on the right hand side but the actual testing section does not list ‘Missing E marking’ as a failure. It also uses the words “The brightness of lamps bearing an appropriate approval mark as given in Appendix 1 defines the acceptable standard. Lamps not bearing such a mark should emit light of similar brightness”.
Am I missing something or misreading the rules?
Perhaps there is a small print gotya somewhere on the back of page one hundred and something that I have missed.
Generally it does not look as bad as I thought it would be.

As regards E marking I think your headlights need to be E marked, all other lights just need to be "bright enough" in the examiners subjective opinion. Make sure that they all fit within the height and width parameters however.
