M25 Junction 2

Anybody got any ideas what was going on at junction 2 of the M25 during rush hour tonight? A lot of police and other cars (umarked police cars?) all within the roadworks between the clockwise and anti-clockwise carriageways. Unsurprisingly caused a lot of delays in both directions as people slowed to have a look. Or do you think the police do these things deliberately just to get attention?
