Thinking of buying a mk4 gttdi 115bhp, what to look for?????

Hi all,
I am thinking of buying a mk4 gt tdi 115bhp 6 speed golf sometime in the near future, what are the main things i need to look out for when buying these?

Higher mileages the VATN turbo directional blades seize up, comes up with a ecu fault & overboosts initially.

Try and go for the slightly later 130 horse motor, really torquey and worth the extra dosh.

Thanks for the help guys, ideally i would rather get a 130bhp but at the moment insurance is a huge factor and i think that the 130 is 3 insurance groups higher than the 115bhp, am i right in thinking that the 115bhp model has the same engine as the 130bhp just with a different turbo and map?
