Unfotunately the Toyota ECU is not re-programmable. You could try getting a UK ECU which will not be as aggresive - I think the ECU pin outs are the same (check with MR2 guys as I am from the GT-Four world!).
Alternatively get yourself a Apexi Power Fc and get it mapped. you are probably looking at £800 for that though.

Turbos are pretty rare over there though for the reason you have posted.
As Diceman said the stock ECU is not reprogrammable. JDM turbos were designed to be run on 100RON jap fuel.
The problem with 95RON is it less resistent to knock so the sensor is much more likely to pull the timing to safe mode.
Why have a turbo and lose most of the performance? You might as well have an N/A in the first place!
Personally I can't see how swapping to a UK ECU would be any good as that would be from an N/A.
It will not have been designed to go on a turbo and the mapping would be quite different.
Not only that, it would not be programmable either!
You will be paying ££ for a programmable one unless you are lucky enough to find a decent S/H one on E-Bay.
If you do go down that route, make sure that whoever remaps it really knows what they are doing.
I suspect you may struggle a little though as they're fairly thin on the ground over here
