Of course a capacitor/condenser could be serving the function either of improving the operation of the ignition system or of suppressing radio interference, a bit like a stick could serve the function of propping something up or poking someone in the eye
It will be for the former purpose, though, I reckon. It is bypassing the ballast resistor to AC so as not to waste spark energy... and in so doing it will also reduce the voltage excursion on the coil terminal and reduce the interference generated.
