Bulkhead Bearing

I'm trying to get to grips with the bulkhead bearing. From inside I can see a disc with nuts around it an what looks like a cable tie wrapped around its edge, from under the wheel arch, there are no fittings, the splined road just comes through a large hole in the bulkhead, there is a bit of sealant around the edges, with the rack removed, if I grab the top UJ, I can move the assembly around in the hole, in other words, the bulkhead bearing does not appear to be attached to the bulkhead at all. Sorry if this is a long winded way of describing this, I just can’t figure out how it is supposed to be.
