Not the most scintillating of topics, I grant you!

The inner-most nearside front indicator bulb (nearest to the radiator grille) has blown. Given that I am not double-jointed and the space between the wheel and wheelarch is very tight, I took the (2003 2.5SE on 18" ) to an independent repairer.
After lengthy consultation with BMW, they told him that they had never come across this before and whilst replacing the outer bulb was easy, the inside one would require removal of bumper and headlight!!!
I haven't had the work done yet as I do not want to pay a few hundred pounds to replace a bulb:
1) Has my garage been advised correctly?
2) If it is easy to replace the bulb, how is this achieved?
3) Would this be an MOT failure point, given that one bulb out of the two functions correctly?
4) (Rhetorical question!) Why don't designers/engineers get their hands dirty when planning a car?, surely groping around in dirty wheel arches (or having a multi-hour bumper removal/replacement) just to change a bulb, (or angle of headlights for euro-driving) has no place in a modern car!

Thanks for your help.

Hi,

They're wrong. Once you get into the light housing the inner indicator bulb can be changed. Opening the light housing is the most difficult part of the whole thing, stupid design flaw IMO rolleyes

When I bought my Z, the inner nearsdie indicator wasn't working, I managed to change it. This may help:
