Trouble with wishy-washy designers - help needed.

I'm not being funny. But why do designers expect money up front without any demonstration of what they are going to do for you?
Then when you ask them what ideas they have, you end up with a load of teeth sucking and very vague questions coming your way about timescale and 'oh, I can't do anything by then, I'm going to Hawaii next week'

king say so then? Aaaaaaaaaaaaaaaaaaaaaarrrrrgggghhhh!
Can anyone knock me up some basic flyers without thinking I'm going to rip them off? I have three projects running that I need some ideas with.
1. Promotional Leaflets. The £50,000 giveaway. Basically I want to promote my business by delivering flyers that can be torn up into seperate leaflet (pin on their wall), Voucher (Redeem as cash) and Business Card.
2. Drink Drive Promotion. To market within the venues with the backing of the City Council. Looking for Leaflets, Posters and Beer Mats to promote the campaign.
3. VIP Service. All inclusive entry to nightclub, taxi fare to and from with guaranteed pick up and que jump. Need posters and flyers to promote the service.
Timescales:
Promotional ASAP
Drink Drive launches September
VIP Service Launch June
Any help appreciated.
ETA: I have Logo design, corporate colours, some photography already done. I just need a creative brain to help me piece it all together ready for the printers.
