Just got this from a colleague:
"A friend of mine has just supplied Berkshire & Wiltshire police with a new type of number-plate recognition speed camera for the M4.
It has been installed between Reading and Swindon in small pillars to measure the average speed between them. They are linked to the DVLA.
The system was switched on on the 14th July.
I thought you regular M4 users would like to know."
Can any Trafpol gassers confirm?

Crisp bag and some photo mount on the front number plate should sort that out.

Bloke I know has just supplied a nuclear reactor to the Birmingham and South Wales force. Apparently it's going to be used to melt cars that have been caught speeding in Scotland.
I bet they will still give you 3 points and a £60 fine.

I know this to be fact... supplied by some Korean firm whose bosses name is...hold on..can't remember... Kim that's it.

Chief Constable Frig Brainstorm is pushing forward procurement proposals for the purchase of a cold fusion teapot reactor for his North Wales force. He plans to generate additional revenue for the purchasing of a mass quantity of the new revised edition of 'Gideon's Guide To Driving Safely in North Wales'.
Apparently Mr Branstroop has indicated that he wishes to distribute these guides freely to all drivers to whom his North Wales Anti Road Speeder Squad (ARSS)send NIP's. He estimates that his force will dispatch over 2 million copies over the weekend alone.
A government spokesperson today confirmed that Mr Brownstrum will be allowed to keep any revenue earned from selling the energy generated by his new reactor to facilitate his plan.
The spokesperson went on to say

Saw a set of cameras (all lanes) when heading up the M4 from Cardiff on Saturday.
From what I have seen on here (camera with little boxes either side of it) it looks like SPECS. However I only saw one set so averages might be hard to get (as long as I didn't only see the second set
