Driving PHGV in Europe

Hi

We have a 7.5 truck we use for carrying our race cars, next week we are driving over to Spa to race. The truck is registered as a PHGV so no need to run a tacho etc. but I can't find any rules about driving in Europe.

Can anyone help?
