Can I use two washers instead of a spacer?

Righto chaps, update on the brake situation.
I've got new bolts (albeit 40mm so they're too long and I'll have to cut them down to size) new flat washers and new spring washers.
The spacer is difficult as neither the Ford garage, fasteners place or the landy place I found in Stratford knew where I could get anything off the shelf.
So here's another question for you - I got a pair of fat washers which measure correctly on the inside and outside diameters and together they measure 4.6mm
To the eye there is nothing in it so there will be no problem with the in/out positioning of the caliper but am I OK using a pair of washers rather than a single spacer?
