Question for the BiBs or someone more knowledgable than me

On the road outside my industrial unit a mobile scamera was making massive revenue at 7.00am. Its a national speed limit into a 30 and the van was 100m inside the 30 limit. The workshop foreman got caught at 63mph!

He got the FPN for £60 and 3 points which he duly signed and returned. He has now recieved a letter saying he has to appear in court. I assume because they are considering banning him?

Can they do this - ie issue an FPN and then change their minds and issue a court appearance?

I'm sure this has been discussed on the Forum before but I've done a search and can't find the info (probably buried in one of the very long threads on another subject). However, from what I remember (I await to be corrected by one of the ) having been offered (and accepted) points and a fine, they can't now change their minds and issue a court summons. Which for your mate is a big time result
Nb. did he take a copy of the signed NIP and send it recorded delivery just in case they decide to play silly buggers?

Bad feeling, if more than 30mph over limit they can go for court instead of fixed penalty / points.
