Annoying the laser van - idea?

How about this.
Since they normally target about 400 - 600 meters away and the beam divergence is about a car and a half width at that point.
What if someone were to stand at the side of a road at the maximum angle with a LRC-100 or a SLD-920(x) pointing at the van (wired to a car battery in a rucksack or somthing) - would that not block it out.
And if Munstable Wilson were to appear then just bugger off into the bushes
