Censored words in titles?

Why would one deem it not necessary to block a word from being entered into a thread title, and yet another later on censoring that word almost completely to make it look like an actual swear word, as opposed to one that isn't?

And can you do something about Scunthorpe - not the place but the word? Apreciate you might not want those particular 4 letters in that order displayed, but when preceded with s and superceded with h should be an exception, no? Or would that mean a load of scunths appearing everywhere?
