Is it drivers who have driven less than x race-speed laps of the circuit, so they are forced to run them during pratice/qualifying or don't get to drive?

the answer is "someone who has not raced in the last 3 years" hence Guy Smith (winner in 2003) having to take the Rookie Test (10 laps on test day) this year.

Well, it was in the field opposite Maison Blanche but after the rain on Saturday you'll need a lemon detector to find it!
