It does happen in this country - for anything other than a fixed penalty - ie fine imposed by court, you have to fill in a means test form before you go to court, so they can fine on a sliding scale..
remember the story a couple of years back about a lad who got fined £1200 for dropping a crisp packet out of his car window because he didn't complete the means test form ?

Yeah, that was in Gwent, which is no real shocker. While that was happening there was a rape charge being heard in another court room, he got a 4 month suspended sentence. Which was the reason the press went mad about the £1200.
