Why would they? And risk the Audi's breaking a 1-2-3 on the grid??
What's the point in hiding the speed. They may as well just make the car a little bit crapper!
The accidents are not caused by the speeds. They are freak accidents and have occurred elsewhere apart from this circuit. 3 at Monza for a start! Tell the tifosi you'll be putting some more chicanes on that circuit!!
Because they are comfortably quicker than the Audi's and there has been lots of talk today of heavy restrictions for next year because they are just too quick. The trick is to qualify just in front but with lot's in reserve so they are not penalised too heavily.

The drivers feet are not so finely tuned as to be able to drive at 96% to keep just in front of the Audis. Out of corners and down straights, they will use as much power as the cars will put down.
I am sure Peugeot will not want to be accused of winning becasue they were significantly faster and got away with being penalised.
If the cars are fast, they will not be able to hide it, whether they sandbag or not. Don't you think everyone would be doing that? Nobody would ever get penalised then.
