Surely it shouldn't be possible for the OP to edit the options in a poll once people have started voting?

This is by design, so other poll answers can be added if the OP forgot them in the first place. The bug comes when they can swap the names round, eg No to Yes and vice versa, which shouldn't really be allowed.

I will put it down as a Mugabe Bug.
