I know that if this gets stuck your engine is toast as you get zero oil pressure.
Does this mean that the valve is constantly moving regulating oil pressure presumably particularly at high rpm?

I'm assuming this is the case, and if you were to install a rod or something similar to stop it regulating the oil pressure then under certain circumstances the oil pressure would be too high and you'd pop something with the oil pressure hydraulic effect?

Yes,its there to allow a controlled bleed back into the sump,you cant do with out it(especially with hyd lifters)wink
