Is there a control to get coolish air into the front foot wells on my 1993 Chimaera?

Just behind the bonnet pull there should be a vent, you'll have to crouch don to see it.

Make sure it's open - just remember to close it when the cold weather comes!

Might help

OTOH I've been told to keep that one closed in the hot weather since it seems to let more heat sink out of the engine bay than supply cool air ... try it and see if changing what you've got works!

I know it's there, but to be honest, don't even know if mine is open or closed!

Think there are footwell vents on both sides of the driver's feet. Well, knees actually, they're not that far down.

Bear in mind that it always seems to take ages for any change to actually happen!

Somebody said the air flow comes through the wing, so you do get some heat even when set to cold, especially when you first turn it on in hot weather. Turn the fan up and wait a couple of minutes and its usually OK
