Why is Davos-Stelvio so called?

Why do people refer to the Davos-Stevlio road, when if I look on a map, it doesnt go to Stelvio but finishes at Sluderno?
Also some threads seem to hint that this road (route 28) is the same as the "Stelvio Pass", but again the map suggests that the latter is a very different road which seems to be route SS38?
Am I missing something?

Road no. 28 in Switzerland goes from (landquart)DAVOS to the Italian border (Muestair)In a village before Muestair, Sta.Maria, turn right uphill
(Umbrail Pass) where you end-up at another Swiss-Italian border point. From HERE you can see the Stelvio road partially,it is possible to join the Stelvio either right: down to Bormio
or left towards:
Silandro - Merano, this is the S 38.
Road can be very busy towards week-ends, but the Umbrail Pass is not so crowded, partially not tarmac-ed, so you can easily slide your
car ;-)
