Are they any good? I have nowhere at home to use a hose (live in a flat) and am fed up lugging buckets around to wash the car.

Whoops, my IT skills coming to the fore there!

Not halfords, they just sell the thing. It's a hozelock portable car sprayer, a pump basically with a 5 litre container attached to it.

Are they any good for washing the car if a hose isn't a possibilty?

Nope.
More useful for a pre-wash treatment in lieu of a pressure washer and foam lance or Gilmour foamer.
Stick with the buckets.
