My understanding is that the FQ models are just GSRs with mild tuning. If that's the case, if you're going to tune a car, are you better to start with the 260 (as it's cheaper)? Can they all handle similar power before needing internals/gearbox upgrades?

You'll get much more info over at www.lancerregister.com

but IMO start off with an FQ rather than the 260, which is handicapped deliberately in several ways. (Restrictive exhaust, lower rev limit in first etc)

also aim for a MR if you can. Better cams, Turbo and Blisteins as standard

Depending how far you want to go be careful with the 260, my understanding is that the 260 ECU is different to the FQ models.

Ralliart do an ecu uprade for FQ models but it has 4 plugs, the 260 models ecu only has 3.

You can have your 260 rempapped to around 360 though I dont think it would run as smoothly as the ecu upgrade.
