Training or a good thrashing? What's best for them?

That's just great. As if there aren't enough criminals in the auto repair business, the government is paying to train some more.
While I'm not averse to the concept of rehabilitation, I wonder what young aspiring mechanics who AREN't criminals will make of the scheme. Why should the bad guys get free training, while the honest ones don't.

I wonder how long before you get the same 'synergy' in the UK as here in Hungary - Take car to garage for service, pick it up in evening. The next day car is stolen using keys cut by garage the previous day! Favourite method is to hide keys behind the door mirror glass, sometimes car papers as well.
We are 99% certain that is how my car was stolen along with two others (within the last year) from colleagues of mine (in an office of about 120 people).

If this gets the kids off the streets; I think this is a good idea. I often see youths looking at my car, so I am very carefull where I park it. There is no quick fix for crime problems. Perhaps Ford could give the Police a larger discount on the cars they buy so the money could be spent on policemen. However if this idea works then I am for it.
