bullet cam best buy??

After a cam to mount in the front grille, a bullet to a second hand camcorder or a sd card type vga one I guess, around 150 in price, any suggestions??

The price has dropped, nor has the resolution increased in the last 5 years. I thought they'd had HD ones now.
