Is phonesafe broken?

A collegue got the following message:

"Unfortunately we cannot allocate you with a PH PhoneSafe number at this time."

I have just recently got a few more errors from the system than usual today, so I am going to look into why it cant establish a link to the PhoneSafe number allocator. Do you know any further details on the advert so I can look into a specific example?
