Swindon might just have inadvertently proved that once upon a time ALL councils relied upon cash generated from fixed cameras, not only to run the cameras, but to swell their coffers too. With government now taking the camera proceeds, it would be very telling to see how much government awards each council for road safety, then subtract from the figures the camera running costs etc of each council.
I'd wager government is better off. Hence Swindon's possible future approach to camera running. Whatever happens, I wouldn't put it past government to give councils an increase in funding if Swindon's efforts to change became more widespread and implemented. In other words, we'll still be stuffed and cameras will be here to stay.
