Just a thought on mobiles

If I'm correct, the number of traffic police on our roads is falling (just where is that camera revenue going then?). When the new mobile phone law / fine comes in at the end of the year(?), who excatly is going to enforce it.
I have to admit that driving whilst on the 'hand-held' is one of my pet hates, and consequently am glad to see that something may be being done about it at last. I still find it hard to believe that after a few weeks (if that) of the law coming into effect, drivers will not just carry on as always as there appears to be no way of enforcing it.
