I believe that it would be very very difficult to Police a limit set so low and therefore cant see it ever happening.....unless of course the Government want to raise a few more Billions.

Along a promenade at a local beach there is a 15mph limit...I have seen police with the handheld cameras standing on this section of road and pulling people over...15mph is set so slow and especially since it was about 9o'clock at night..I think they were only pulling people well over the limit though. (so i'll let them off eh!

If you are talking about Aberdeen, the local bib there advised that they will only pull people doing 40+ as they agreed that 15mph was too low a speed limit and they would not enforce it (was not quite sure whether to beleive that) .
When I asked why they cannot change the limit they said it was down to the council and they had no say.
Depends on the 20MPH limit.
If it is properly signed (red circles round black letters and white background) traditional limit with repeaters; yes.
If it is a properly signed (red circles round black letters and white background with 'ZONE' undereneath) 20MPH zone with traffic calming (no repeaters required); yes.
If it is the "Tewnty's Plenty" scheme in Scotland; no.
There are innumerable versions of these, but they usually have black circles and / or green backgrounds.
Indeed, if I ever get done for speeding (>30) in one of these, I shall be citing the presence of the non-prescribed signs as a defence to the charge.
I cannot comment on the Norfolk limits, but, in general, if the signs are not in the TSRGDs, they are unenforceable.
The Secretaries of State for Scotland and for Wales have powers to introduce non-prescribed signs, however, IMO, that does not give them the right to strike doen the Road Traffic Regulation Act 1984,Section 4.
(4) Where no system of street lighting furnished by means of lamps placed not more than 200 yards apart is provided on a road, but a limit of speed is to be observed on the road, a person shall not be convicted of driving a motor vehicle on the road at a speed exceeding the limit unless the limit is indicated by means of such traffic signs as are mentioned in subsection (1) or subsection (2) above.

Hmmm, they have 20 mph limit on my street. Can't say some stick to it. And then I don't expect and scamera's to check it. Signed well enough and its on a dead end type residential.
Would have expected some of the locals to respect it more rather than have someone come and check them. Kids playing etc. But they (speeders) don't.

I saw the results of the calming, driving wise, and it was none the better.

Never once obayed the 20 limit in Beaminster always do 30 , 20 limits or below i dont have to time of day for , I decide as a driver if im going to fast and adjust my speed accordingly .
villages and towns that go from 30 to a 40 limit for half a mile out of the village/town with no houses or dangerous junctions into countryside , these need to be ripped out , they are completely ruining what limits are for , no wonder people dont give a toss now power crazed councils can set the limits

If you wanted proof that the police are more intent on catching speeders than criminals....
In Salisbury they are arming beat bobbies with speed enforcement devices for the 20mph limit

Well, well, well...
There is a 20mph limit at the entrance of Dover Docks. 4 months ago I drove through, climbed the ramp, went through the security bit, started going down the ramp only to see a line of 6!!! coppers with 2 radar guns pulling people for going over the limit!!!
I get pulled over and the following conversation ensues:
-Good Day, Sir! I am a bit surprised we could not nick you, with that motor of yours! You were doing 21mph...
-Well, thank you very much! I supppose it is easier to have 6 people raising dosh, than chasing illegals and thieves around Dover, innit? Good-bye!
I am sorry, but it seemed ridiculous - not one, not two, but 6 coppers raising cash...

It all takes me back to when my dad and the local neighbour hood watch chairlady (these people like the power) disgreed about her petition to campaign for traffic calming, double yellow lines and a reduced speed limit outside his house.
He said that the day the police came and stopped anyone doing over 30, or gave tickets to those parking half on the pavement was the day he would sign the petition. He said the petition should be to request the police to enforce the current speed limit and keep the pavements free of cars.
The poor woman never did understand and about a year later traffic calming was provided, which was removed 6 months later due to the number of serious accidents (Including a police car going straight over the top of a central reservation island thing)
The point is 20 mph is stupid except for built up housing estates. And there 'Play streets' with 5 mph speed limits should be created!
