CCTV is used for keeping tabs on public order stuff at night and shoplifters etc during the day. In other words crime-related. Believe it or not, there are police/council employees who don't want to see everone catching the bus

The chances of you being stuck on for running a red from CCTV evidence are remote.

And colourblind shmullerblind. At half ten on a busy highstreet you were poontang blind I reckon. Happens to me all the time

Just to say if you do get caught it's 3 points and £60 - or was in my case but I was stopped by BiB at the time.

CCTV has no durisdiction to prosecute you for red lights. If you had an accident whilst doing so, any images of the incident could be used in a prosecution to add evidence to offences that might be considered against you.

If you are very tired, as you suggest you are on 3 hours sleep, then do not drive. You are heading for disaster and may not even be around to collect your Christmas bonus. Is it really worth it?
Lets hope if you are driving in that state that it does not catch you out near a railway embankment as was so highly publicised when someone else on very little sleep caused a huge accident when they left the road last year!

But surely you can tell which lamp is illuminated, and from it's position know the state of the lights?
