What is the context of the question?

From a theoretical point of view "mechanics is the branch of physics concerned with the behaviour of physical bodies when subjected to forces or displacements, and the subsequent effect of the bodies on their environment" therefore it could be argued that the action/reaction due to thrust is a mechanical action.

However vehicle classification categories often include piston engined, wheel driven and thrust powered, hence the above answers from twistedsanity and silent1.

In respect of the regulations governing motorsport such as the IOPD Regs.There appears to be no regs for Rocket propelled vehicles in motor sports.

Looking back at Sammy Millers Rocket Car at the start line.It had 20gals of High Test Peroxide under 500psi.Who certified that as safe?There was no end of people pushing his car to the start line all wearing clothes that would go up in flames if HTP got on them. What were the rules regarding fueling the car? How was 110gals of HTP transpotrted to the strip? were and how was it stored? It appears that there are no end of regs for wheel driven mechanically propeld vehicles but very few for rocket vehicles???
