Who polices the police?

A gentleman in blue throws a U-turn in front of me - I am travelling at about 50mph in the opposite direction and have to break to avoid him, his "U'y" is not completed even with a lay-by for him to enter, so he then mounts the kerb in an effort to get round - no pavement or pedestrians to worry about - this is a coutryside B road. I would havce fully expect him to have pulled me for this "stunt"....so who is ever going to give him a "word"....and what kind of an example is this?
Here's the scenario. You're on patrol, bimbling along. Suddenly a flash comes in. You have 10 minutes to respond otherwise you get hauled in to answer the "quality of service issues". The job is ten miles away. Maybe it's a serious RTC, you know the kind, persons trapped, car on fire, road blocked.
Because you want to do your best you rush to respond, you could wait for a junction but you're not sure how far away one is. Clock's ticking. So you pull a u-turn.
Later, after you've dealt with the job, you get pulled in to see the guv cause someone has phoned up complaining about a u-turn you pulled. He gives you a right tearing off. You leave the office with a severe case of the
'ems.
2 weeks later, same road, call comes in. It's another RTC but there's someone behind you. You don't want to pull a u-turn, so you drive 2 miles and find a junction or a gateway. Waste 4 minutes.
Doing a u-turn is probably something you've done a million times. BiB are not super human, they're not genetically modified in any way, they're not perfect. But they try their best for you.
Any idea what can happen in 4 minutes? I have.

I take your point that it could have been an emergency but I look at it like this...
1,He's not going to get to the emergency if buy completing a dangerous manuver he hits an on coming car. (potentialy lethal).
3,even if the Policeman was sure that he could pull off teh manuver without hiting pedestrians/motorists he went up a curb. He's not going to get to the emergeny with a flat tyre is he.
3,what would a civy expect if hed done that? probably a dangerous driving charge.( I understand the police's view put forward on this but as a civy i like to see one rule for all.
Personaly i would prefer he takes 30 secsond longer to do a safe manouver than dosnt get there at all.
Could our BIB in residence let us know what the guide lines are in responding to a call? are you allowed to drive dangerously mounting a curb?
