Fork Installation Question

I'm trying to install a new pair of forks on my MTB 
But somethings confusing me
The "Star Fangled Nut" as Parktool call it, is too far up the steerer so that when I cut it, it will be on the piece I've cut off. The Parktool website says this nut is not removable, so how the hell do I shift it to cut the steerer?
Tried to move the one on my old forks before reading about them and subsequently, it's now in 4 pieces
There must be a way or else how can they sell the forks like that?

Just knock it through and then knock it an inch back in the top.
You can buy better headset loading devices that takes the place of a star fangled nut

easily removable and there are a couple of different designs about, i think star fangled nut and allen bolt is the lightest though.

That looks pretty good, I think if I bugger the nut on the new forks up, I'll get one of these, not too bothered about the weight TBH, its only 95 grams You can buy better headset loading devices that takes the place of a star fangled nut
