I have noticed a lot of 3/2/1 countdown markers just before speed limit changes, the markers having a black 30 in a black circle above them.

Ho hum... got flashed (44 in a 30) just after such a section of signs in Newport, so emailed Dept of Transport and got this reply today, after a previous one saying roughly the same thing, but this one is more interesting-

Dear Mr Want

Thank you for your email of 2 September concerning traffic signs. This has been passed to Road Safety Division for reply.

The signs you describe are not prescribed signs as set out in Traffic Signs Regulations and General Directions 2002 (TSRGD) and would therefore need to be specially authorised.

As a general rule, the Department does not authorise the use of count down markers with speed limit signs. This is because research has shown them to have little or no effect on vehicle speeds. The Department would much rather local authorities consider other, legal measures to ensure appropriate vehicle speeds.

Only in very exceptional circumstances, for example where there are severe visibility problems leading to the new speed limit would the Department consider authorising such signs. Even then we would insist that the circle encompassing the numerals be red like all other speed limit signs.

You may wish to contact your local authority to discuss whether the signs you mention have received special authorisation.
