If you mean that the bolts are siezed in their threads; then give them a good soak overnight in penetrating oil NOT WD40 (it isn't as good as the real thing for this job) Then select the one size smaller socket to fit the rounded bolts and tap it on with a hammer. Ideally, if won't quite go over the rounded bolt head, heat the socket in the oven to 200deg, then tap it on. wait until it's cool before attempting to undo it. This will sacrifice the socket, so use cheap ones.
Or else, grind the bolts off.
In any case, fit new bolts.
Make sure you have a proper pad kit with new retention pins or whatever is supposed to be used on that vehicle. It sounds as if there was something missing in the first place.
