So, he'd seen the sign in winter, and they're complaining that he remembered it in summer!?
If memory, and dare I say it "observation" are now frowned upon, that would imply that the speed limit is 30 mph whenever a driver cannot directly see a sign to the contrary - having passed a sign and *remembered* it would appear not to count...
