VW Golf Mk4 wiper problem

I seem to have developed a problem with my front wipers. The front wipers are on all the time. When they should be 'off' the wipers operate very quickly.
As a result I have to put my wipers on but onto the lowest intermediate setting (they wipe every 15 seconds) to stop them operating all the time. I dont think it is a wiper motor fault as (a) the motor actually works and (b) it seems to be fine in every other setting except for the 'off' position.
Any ideas guys? Could it be a faulty/blown fuse? If so how do I know which one it is? Is there an online diagram that tells me what fuses are required for each particular ancilary on the car (i've had a look at the box and have noticed quite a few fuses missing too and don't have my car manual with me at the present moment in time either).
