school zone's

A little while ago I was stopped and got a ticket for doing 32 in a 20 school zone. Yes, I was breaking the law, but it was 2:30pm and school does not get out until 2:45-3:00--but the school zone is up from 2:00-4:00.
When I was doing 32, there were no kids on or around the road; they were still in class. There were also no other cars on the road. Was doing 32 in those conditions really that bad? I had to pay $90 plus $40 more to take Defensive Driving. Thankfully, taking DD will dismiss the ticket so it won't affect my insurance.

I understand why the cop pulled me over, but as the road was deserted, I think it would have been a good time to just give me a warning. If that was the case, knowing that I almost got a ticket would have stopped me from speeding in a school zone, whether there were kids on the road or not.
Why are school zones in effect even before school is out???
Anyway, I always do the speed limit in school zones now. It's just sad that my entire town is basically one giant school zone--takes forever to get anywhere.
