Selling a house - HPI??
Discussion
It is designed to allow HMG to comply with an EEC directive regarding records of property energy efficiency, at your expense, by implementing worthless and costly legislation to complicate and extend the process of selling your home. The spin of is that Gorgon also reaps a reward in extra VAT.
For those of you that don't know, imminently landlords will have to obtain a home energy report before offering a property to tenants.
For those of you who don't sell your home or let it out, there will be another piece of legislation along soon compelling you to obtain an HER.
Utter waste of time and money!

I think HIPS only apply if you are selling with an estate agent.
If you can put up your own board outside your home and find a buyer, it should save you a lot of money.
IMO, HIPS are often useless. New build homes with plasterboard walls are apparently better than 1900's victorian houses with 2 foot thick brick walls. I'm no builder but i'd hazard a guess that not all new builds will be standing in 100 years time.

No HIPS are compulsory if the house is marketed, putting up your own board counts as marketing. If you can put up your own board outside your home and find a buyer, it should save you a lot of money.

HIPS are a bit of a joke when it comes to the Energy performance stuff. Hips as impleemnted are a much watered down version of the originally flawed product that was proposed, so they are a bit of a waste of time. More to the point very few buyers either ask for them, or read them, that being said, they are compulsory.

HIPS are mandatory whether you sell through an agent or not. This tells you everything you need to know : http://www.homeinformationpacks.gov.uk/

Is it still true that you can forego the hassle of sorting out a HIPS and pay a £300 fine for not doing it instead?
Not really. The fine is £200 per instance of marketing not per HIP. Therefore, you could be charged multiples of £200 for every day that Trading Standards catch you marketing without a HIP.Also, a solicitor could refuse to handle the transaction if you do not have a HIP as they have to operate in accordance with the law.

Example - they check all of the light bulbs to see how energy efficient they are but this only applies to INTERNAL lighting! You could have fifty 500W halogens illuminating your garden and they don't get accounted for!
Also, most HIP surveyors only do a minimal check on the loft which doesn't involve getting in there so just lay a huge thick layer of insulation around the hatch and you'll get a good rating for that too!

+1Also, change ALL your bulbs for energy saving ones before the HIP inspector comes round. What you do with them after he's gone is up to you

You can get LED/low energy blubs that I would guess would give you a good HIPS rating, but are as effective as a child's night light in comparison to normal spotlight bulbs. any ideas?
Don't know how cheap they are though.
