Ilkley congestion

I was driving to Bolton Abbey last Saturday and, on the outskirts of Ilkley, I noticed a sign saying that work had been done to ease congestion around Ilkley. I had plenty of time to read this sign because I was sat in a long queue of cars. Prior to this work being done the traffic was never queued back this far out of Ilkley. I would reach Booths supermarket, go through the lights, and then meet a short queue of cars leading up to the lights at the cross roads in the centre of Ilkley. Now the queue starts before I've even reached Ben Rhydding.
The last few weekends have been a bit strange... A59 top road was closed (partially?) for resurfacing for a few weeks from Skipton > Harrogate (not sure which section) and they were diverting through Ilkley.
The Grove in Ilkley has been closed for a couple of weekends for events - all seems to have been in the last month or so....

What are they doing there??? If they are diverting traffic left from Alwoodly lane onto Harrogate road to turn lower down to get across to the other side on the lane the planner must be Mad!!!!!!!!!Their going to royally f

Or go forward, and pull a u turn straight infront of everyone,(well next to all the moms blocking of the road) then turn left on the same set of lights, so no waiting.
But yes, unbelievable incompetence in design imo. Think the paper quoted £1.2 million, to change where the queue is.
