Reduced speed limits

A thought just occurred to me (doesn't happen often) regarding temporary reduced speed limits. In a sitution where there was a temp reduced speed limit in effect, say 60 mph on a motorway, does this mean that lorries and cars towing can still travel at their max designated speed of 60mph

Same applies on a single carriageway where there is a 'need' to temporarily reduce the limit to 40 due to roadworks etc, can a lorry still travel at 40 (it's max permitted speed anyway), without fear of being 'pulled'?

If this is the case, surely if there is a need to reduce the speed limit at all, then it should apply to all vehicles as a percentage of the max or would this be all to much for joe public to take in.

Another thought comes to mind...

If the speed limit on say, a 60NSL is reduced to a 40, and then an accident happenes at or under 40MPH, does this mean that the speed limit is wrong and needs to be reduced, so it goes to a 30, an accident happens etc etc etc

Valid point. If I was working on the road protected by nothing but some cones, I wouldn't particually like 10 ton trucks rumbling past at nearly a mile a minute....

But, that would require some sort of intelligence.....
