any car that is converted must have a certificate from a approved installer or you cannot get the insurance and if you dont inform your insurer your cover is void so you are in fact not insured
i have just had my celica converted to lpg by an approved installer at a very reasonable price and they done an excellent job on the conversion anyone who wants theres converted i would glady pass the installers details on to them

I'm sorry mate but I know for fact that it depends on your insurer if they require a certificate. Although I will concede that most do.
Also some LPG companies will provide a certificate for your insurance company after inspection of your handy-work (assuming they sold you the kit). So that's worth considering if you're looking to save money and your insurance company wants the certificate.
As with any modification it's to do with the insurer and their T&Cs. Always worth checking and declaring.

i cant understand how they could do that though?
the cert is an official LPGA cert stating the LPG kit was installed by a professional LPGA registered installer, your trying to tell us a company will sell you a cheap kit, then lie about the installation ?
