Told to me by a French colleague when we were working together in Italy (in the cities mentioned actually). It works as well in English as it does in French as it does in Italian:

In Milano the traffic lights are imperative.
In Roma they are indicative.
And, in Napoli they are decorative!

And it's true!

That reminded me of a differentiator I was told in Singapore; in Singapore the traffic lights control the traffic, whilst in Hong Kong they just change colour.

Also true!

I got lost coming out of Naples airport once (there are NO signs) and ended up going in to town.

Came to a pedestrian crossing with lights - so I stopped.
Car behind hooted and drove around me

(but still - I have driven in Naples and lived!!!)

Also had a run in with a German bus on Mt Vesuvius. He was coming down, I was going up - he expected me to give way on a hairpin.

Not bloody likely - forced him to reverse and let me up. I know the rules of the road
