As for the reason CW changed his mind............

My betting is he didn't, but now he has been asked to say he did to give the FIA a way out.

This will be in the form of;

Well Hamilton was at fault and he should have got the penalty but as Mclaren were missinformed we are going to let them off.

But it does state that 'The court will have to decide whether or not McLaren has a right to appeal the decision', so it doesn't read as though it will it will be the appeal hearing just a decision whether they can appeal or not
