Learner driver female, micra at roundabout in front of me, expecting slow crawl down nice NSL.

But wait, accelerates away, picks up a steady 55 and drives very nicely round the curves and then smoothly down to 40 for the windy bits

Good instructor too possibly...
My instructor always taught me to put my foot down where appropriate, and even exceed the limit if necessary when overtaking etc..
If you are taught to drive at walking pace chances are you always will....
